I can't help you with the synch issue I am afraid - although I personnaly have no problems with the synch.
However, for the phone problem, you'll need to contact whoever is your airtime provider for voice calls and request that the ring time is set to maximum before it goes to VM. For example, O2 can preset the settings to ensure that the phone will ring for a max of 30 seconds before it defaults to voice mail.
