N00b question about GPS - Off Road maps?

Being a n00b I had a look through the Forum FAQ's in an effort to answer my own question (?)
To some degree I have but as with all n00bs there are always more questions! ...
In respect of whether I can go "off road" trips the FAQ says ...

Yes your GPS receiver will work anywhere it is the map data that you would require. Most of the civilian based systems are designed for road use. You can however get different software and map data to cover everything from off road maps, marine and aviation

So if I get TT3 or Navman do they include "off road" or do you buy add on maps for those programs or do you need specialised "off road" maps ? OS maps perhaps ?
Is there a map package which is better for "off road" ?

They do not include off road maps you would buy them for road use and purchase memory map maps at:http://www.totalpda.co.uk/section22.aspx which are OS maps

I'm working on a product which will allow you to use scanned/digital OS maps on a Palm with GPS. Initial prototypes are looking good. Idea is that the product itself will be cheap, but you will have to make your own arrangements to get suitable maps.
