Help with HP GPS 400

Hi been directed to you guys as I need some help!! I got an HP GPS400 which people have told me is a re-badged detinator 3?? Anyway I cannot use the power on/off button without unlocking/re-booting the whole system to turn on or off it's driving me made as each time I turn it on I have to re-calighbrate and re-set basic detail such as date and time...As I'm new to all this is this normal???
