GPS for spectator to track runner's location and time

Does the GPS product exist yet for a spectator to track via satellite a marathon runner's location and time via a login Web site map? This would be the opposite of the more conventional GPS unit that a runner would use to track his location and time while running.

I have not heard of anything like that. It would be kinda neat to have though.
