dell pda axim 51 help please

Hi i bought a dell pda over year ago and cant find anyone to help.
i have tried a speech therapy technical deptment and a computer shop.
The dell is for a speech aid for an autistic man who cannot speak.
some questions. do i need a card or sym of some sort?
the problem is i cant get onto the internet to down load soft ware for text to speech.
i have managed to upload music from the dell to my lap top through a wire connected to the port.
everything i try says i need ip address which i put in from my broadband supplier talk talk but nothing happened.it has windows 5mobile.
Can i down load software onto my laptop then install on the dell axim? if so how do i do it?
