BEST for Budget

What budget system would anybody reccomend.

Like the sound of a PDA system with built in GPS, but which is the best value?

What is the best bundle as will mostly be used in car but would be nice to be able to take out if walking in UK/European cities.

What is the best package and best value?

Any comments welcome.
