I've done this a few times (I support 2210's in my work).
1) I'm presuming you have established a partership between Ipaq and 6310i? (That's all the pairing malarky)
2) When you try to connect, what happens? Does the phone leap into life and start dialling? Typically, as soon as the Ipaq tries to do something the phone asks for confirmation that you want to accept.
3) As you are dialling a number (and getting the tone) to test, you must be setting up a dial-up connection. This does not require a data-enabled account, and should work fine.
4) However - GPRS is better IMO. It does require a data account. It's faster, always on (sort of) and you only pay for what you actually download so it's great for text e-mails but expensive for web browsing.
5) Who is your mobile network provider? If it's Vodafone, the instructions they give for the Ipaq are a bit screwy but the detail is correct. You should be dialling *99# and using username web password web. You then have to add an extra modem string to the dial-up account, which is:
+cgdcont=1,"ip","internet"
You'll find that setting in the advanced area of the connection settings.
You also have to have the correct settings in your phone. Vodafone data services are quite helpful with this.
