I have a verizon samsung i700 and if i bought a wifi card for it would i still have to pay the monthly service charge for surfing the net on it.

Depends on Wi-Fi operator charges in your area.

no i have a wireless router in my house but the service charge that verizon wireless requires you to pay for data and voice transfers

There will be no charges for you mobile operator if you use wi-fi - as they're not providing the data connection!
