Question Which PDA???
I am looking for a pda that fits the following criteria.

USB Host (Master)
Wireless
GPRS

Any ideas?

I want to be able to control external hardware. Most USB's on PDA's are set as slaves. This means that rather then controlling external hardware the PDA is controlled by the hardware.

Then no, you can't control USB devices from any PDA.

For starters there is no universal USB connector, and no way of connecting a hub or having the software needed to control them.
