Toshiba e400 problem

Okay, so, I have a Toshiba e400 from a while ago (got it second hand), and I haven't used it in a while.

Long story cut short, it will no longer charge.
There was no problem before, and I can't understand why there is now. Does anyone know what could be wrong/what to do about it?

The charger is a 2 part thing, there is a cable from the socket to a "box thing", and this "box thing" has a wire from it that goes to the device.

I've tried a PS2 cable to replace the socket to box cable, and also that of an old CD charger. Neither worked, so I'm partially assuming the problem lies either in the device or the box with the cable. Obviously I could be wrong as the other wires weren't designed for this, I'm not sure.
