memory keeps disappearing

I have an Ipaq 114. This is my first pocket pc - but have had a number of palm devices in the past. I have noticed that the available memory seems to dissapear over time. Even when I go to running programmes and stop them all the memory does not recover. Only by doing a soft reset can I recover this memory. Is this normal? If so it seems a bit of a shame that the software is written this way.

Any comments or help would be appreciated.
