Cannot delete file-HP Ipaq 5720

Im trying to free up some space on the main hd on this unit.There is a file that is 45mb which I cannot delete.Its called RadioPlugin.log.When I try to delete it,it says "cannot delete file,there has been a sharing violation".
Ive tried various third party software progs to remove it,but none have worked.Is this a system file that cannot be deleted?Or is there some other way I can delete it?
