ipaq hp 3870 Pocket pc 22002 upgrade

Hi, does anyone have a copy of the files for the pockect 2002 to 2003 upgrade. I know i can purchase them from Ebay but why when they were originally free from HP

My ipaq functions perfectly but would like to upgrade to enable additional functionality and enable use of upgraded tomtom
