speech to text engine for pocketpc

Does anyone know if MS or other vendor has a true "speech to text" conversion program for pocketpc? Need 3rd party app for project I am building. Need to speak into pocket pc via recorder or headphone and have it convert to text into my target window app. ANy suggestions or any other way that I can possibly do this will be greatly appriciated. Thanks
