Launching a camera shortcut in Dreamweaver

I am currently trying to develop a program using dreamweaver for my PDA, what I require is to be able to launch the camera as a button from the webpage, my PDA has a inbuilt camera, I have the shortcut path of the camera it is

20#\Windows\Camera.exe

I am running the program on a SD memory card, which I am saving directly to

Could anyone provide any insight if this is possible?
