Where's my memory gone?

Hi,

Recently got a Toshiba e740 nad have stuck a 64MB CF card in and I also put in a Kingmax 128MB SD card that had been in my digital camera. The 128MB SD card appears on the e740 to only be giving me 64MB.
Is this the card, e740 or me?
Can you force a format of the memory cards?

Any advice greatly appreciated.
