Does the green LED illuminate on the device while its in the car dock? if not make sure the ciggy socket is live and working, also check the TomTom power addaptor plug, quite a few of these are fitted with a small 2A micro Blade fuse, this might have blown (Halfords stock replacement fuses of the right size).
If non of the above fixes the issue then it could be the charger addaptor in the car thats shot of the mount its self, very difficult to diagnose unless you know someone else with an x10 so you can try the device in a different car etc - Mike

OK so its not the power then, have you tried resetting the device with a pin, use a pin rather than a paperclip as the hole is very small.

Have you checked the fuse in the cigarette plug? Do other chargers work in that car?

If the green LED is lit then the device is getting power, it could be the battery that has died and is dragging the entire device down below the voltage needed to fire up.
To change the battery on one of these is far from easy, although it is possible but you need to understand the battery was the first component fitted to the aluminium chassis before everything else was fitted around it so its a big job to strip one down. I have some instructions on taking one appart but to be honest unless you are dealing with electronic components dismantling/ rebuilding them on a regular basis you would be better considering paying someone else to fix the device or upgrade to a more modern device such as the 720 refurb or even newer units depending upon your needs - Mike
