Default cannot run set up

My boyfriend has an Ipaq and tomtom nav 3 - all was working well until he tried to install it all onto another computer. (win98)

Installed the ipaq stuff including outlook etc fine and went to install the tomtom cd and it starts to run with the two red hands and then comes up with a message that says

"error cannot run set up"

We've tried everything - including trying to open it in RUN

Other disc's set up fine and the disc will run set up in yet another computer.

So it doesn't appear to be the disc or the computer?

Please help

Is it Win98 first edition? There were USB issues with that which may contribute to the problem.
