Angry TomTom 1XL - Route to Dover (via Calais!!)_

Route Watford to Dover. Problem: TomTom asks Qickest Route. Answer: Yes. Next it asks if I want to use Toll Road. Answer No. Route calculates and takes me Watford to Dover via the Channel Tunnel at Folkestone, across the channel and then back again to Dover!
If I re-programme answering Yes to using Toll Road then it takes me directly to Dover and the Car Ferry (without crossing the Channel!)
Why would it do this?
