Well, isn't it always the case that you solve it yourself after asking for help!
For the benefit of Google: I closed TomTom HOME, cleared out the files in My Documents\TomTom\HOME\Downloads (preserving the folders there), reopened HOME, then the usual download/update cycle worked.
