I've gone through the process yesterday, maybe this can help you, though not a step-by-step instruction... (pls note I don't have an english pda, so I don't know the english for menu entries and lingo, I'm just guessing)
on the pda:
1. activate the wifi through the "start menu" \ "ipaq wireless" command -> the wifi led starts blinking orange for active but not connected
2. tap on the icon on the top bar (the two arrows), which should still show a x for "not connected"
3. in the "comic" that pops up and tells you more about the fact you're not connected :-| tap "settings"
4. go to the advanced tab of the "page" that comes up
5. tap on "network adapter" (i.e. the lowest button)
6. you get a new page, with a square where you can "add" a network. below the "add" you should see an entry with your belkin's SSID - if you don't, then you must change something on the access point (I had to change the modulation or whatever to 54g LRS)
7. tap on the entry for your AP (shows the SSID), go to the "authentication" tab and make sure you match WEP and whatever settings of your access point, including the keys etc
8. go to the other tab "network adapters" or whatever it's called in english, select "internet" on the top selector and tap on the "ipaq wireless wlan adapter" entry in the list below, check that you are getting the IP address automatically
this is about the best I can tell you in a few words, just make sure the settings for authentication, encryption etc. are right
I would REALLY have liked a wizard or so, but found none... went to a big store, and ZAP I was connected, so I knew it was a problem with the belkin and making sure all settings are the same
